Empowering Women Through Free Bus Rides: The Shakti Program in Bengaluru and Delhi

In a transformative move, the Indian states of Karnataka and Delhi have implemented free bus ride programs, known as Shakti, aimed at empowering women and boosting their participation in the workforce. This initiative has allowed women, especially those from lower-income backgrounds, to access affordable transportation, fostering financial independence and greater mobility.

Chikamma, a 39-year-old domestic helper in Bengaluru, used to struggle with her daily commute, consuming a significant portion of her monthly income. However, since the Karnataka state government introduced free bus rides for women in June, Chikamma has managed to save 1,500 rupees monthly, improving her financial stability. Moreover, her daughter’s college commute has become cost-free as well.

Shakti, meaning strength in Hindi, was first introduced in Delhi in 2019, followed by Punjab and Tamil Nadu, and later adopted by Karnataka. These programs aim to address the low rates of female labor participation in India, providing women with a viable option to work without worrying about unreliable or unaffordable transportation.

While the initiatives have faced opposition from certain transport providers and financial critics, the positive impact on women’s lives is evident. By offering free transit, these programs not only facilitate access to job opportunities but also empower women to explore the city for leisure. For instance, women like Shweta from New Delhi can now independently visit landmarks and markets, enhancing their overall quality of life.

The success of these schemes has led to an increase in demand for public transportation, prompting states like Karnataka to request additional buses to accommodate the growing ridership. The implementation of free transit programs represents a significant step toward gender equality, financial inclusion, and enhanced mobility for women in India.
