Seoul’s military said South Korea and the United States responded by firing surface-to-surface missiles into the East Sea, also known as the Sea of Japan.

A statement said the exercise “showed an ability and readiness to neutralize the origins of provocations while maintaining a constant surveillance posture.” The military separately confirmed that a South Korean Hyunmoo-2 missile failed shortly after launch and crashed, but caused no casualties.

South Korean President Yoon Suk-yeol called the North Korean launch a “provocation”, and vowed a “stern response”. The United States asked the U.N. South Korean and US officials have been warning for months that Kim is preparing to conduct another nuclear test, saying last week that this could happen soon after Pyongyang’s key ally China holds a Communist Party congress from October 16. The last time Pyongyang fired a missile over Japan was in 2017, at the height of a period of “fire and fury” when North Korean leader Kim Jong Un traded insults with then-president Donald Trump of the United States.
