Uttar Pradesh to Unveil Supplementary Budget on November 30

The Uttar Pradesh government is set to present the supplementary budget for the fiscal year 2023-24 in the state legislative assembly on November 30. Finance Minister Suresh Khanna is scheduled to introduce the finance bill during the upcoming winter session of the Uttar Pradesh assembly, commencing on November 28. The brief winter session is expected to have four sittings, concluding on December 1.

As per the tentative agenda released by Principal Secretary (Assembly) Pradeep Kumar Dube, the first day of the session on November 28 will be devoted to obituary references for sitting and former members, followed by the government tabling bills replacing ordinances and addressing other official business on November 29.

At 12:20 pm on the same day, Finance Minister Suresh Khanna will present the finance bill for the first supplementary grants of the fiscal year 2023-24. Additional sittings of the assembly are scheduled for November 30 and December 1.

The agenda, released by the state assembly secretariat, is subject to approval by the business advisory committee of the assembly. The committee is expected to adopt the agenda on the eve of the session, which is November 27.

Among the bills set to replace ordinances are the UP Molasses Control (second amendment) Bill 2023, UP Goods and Service Tax (second amendment) Bill 2023, UP Private Universities (sixth amendment) Bill 2023, and UP State Universities (amendment) Bill 2023.

The supplementary grants are anticipated to be around Rs 42,000 crore, with the cabinet meeting in Ayodhya having already approved the proposals for seeking supplementary grants. Official sources suggest that the government aims to secure additional funds for ongoing development projects in Ayodhya and other infrastructure initiatives across the state.

Given the announced inauguration date for the Ayodhya temple on January 22 next year, the supplementary budget assumes significance. The government is actively pursuing the completion of development projects in Ayodhya, including roads, power infrastructure, and urban amenities, ahead of the temple inauguration ceremony by Prime Minister Narendra Modi. The supplementary budget will also play a crucial role as the Lok Sabha elections are scheduled for April/May next year, and the Yogi Adityanath government is keen on completing major infrastructure projects before the elections.
