Lieutenant Governor of Delhi approves the recruitment of 10,000 home guards

In response to the ongoing protest by civil defence volunteers (CDVs) serving as bus marshals, Delhi Lieutenant Governor (L-G) V.K. Saxena approved the recruitment of over 10,000 new Home Guard personnel who will take on the role of bus marshals in all DTC and cluster bus services.

In the midst of the ongoing protest by civil defence volunteers (CDVs) serving as bus marshals, Delhi Lieutenant Governor (L-G) V.K. Saxena on Monday approved the recruitment of over 10,000 new Home Guard personnel to be appointed as bus marshals in all DTC and cluster bus services.

Additionally, he issued directives to prioritize experienced CDVs by awarding them 10 extra marks during the selection process.

Officials from Raj Bhavan stated that the enrollment process for over 10,000 personnel in the Delhi Home Guards will commence shortly. By March 2024, these newly recruited individuals will join the ranks through an open, fair, and transparent selection process, with additional credits allocated for CDVs.

Upon enrollment, these Home Guard Volunteers (HGVs) will receive a monthly stipend of approximately Rs 25,000.

During a meeting chaired by the L-G on Monday to review the enrolment of 10,285 new HGVs, officials were instructed to expedite the enrollment process, compressing the timeline from June 2024 to March 2024.

The L-G emphasized the importance of transparency in selection, recommended giving 10 bonus points to ex-CDVs, and urged the establishment of additional teams and locations to facilitate a swift completion of the physical test process.

Modifying the eligibility criteria, Saxena directed that the age limit for home guards’ enrollment be reduced to 45 years from the current 60 years, aligning it with the maximum age limit in other states. This adjustment aims to ensure that the enrolled personnel effectively serve as auxiliaries to the regular police force.

Additionally, the minimum qualification for enrollment has been raised from Class 10 to Class 12, in line with the required minimum qualification for constables in the Delhi Police.

As a special measure to offer opportunities to the CDVs, Saxena directed the allocation of a quota providing 10 extra marks to them for preferential selection.

In the selection process, 15 teams, each comprising a senior officer from the district administration, Delhi Police, and Central Armed Police Force (CAPF), will form the Board to assess candidates’ physical efficiency at 10 locations.

This approach ensures a swift and transparent selection and screening process, with the entire process being videographed through CCTV cameras installed at all locations. Once candidates clear the physical efficiency test, they will be eligible for the Computer-based Entrance Test (CBT).

The Computer-based Entrance Test (CBT), subsequent to the PMET, will be conducted, and the final results are expected to be announced by March 2024, as per the official statement.
