UP government presents historic budget for 2024-25: Highlights and Major announcements

The budget size for the year is Rs. 07 lakh 36 thousand 437 crore 71 lakh (Rs. 7,36,437.71 crore). The budget includes new schemes of Rs. 24 thousand 863 crore 57 lakh (Rs. 24,863.57 crore)

UP government presents historic budget for 2024-25: Highlights and Major announcements

Lucknow/Uttar Pradesh: Yogi-led UP government’s Finance Minister Suresh Kumar Khanna on Monday presented the budget for financial year 2024-25. The policies of the state government are particularly dedicated to the upliftment of youth, women, farmers, and the underprivileged.

Farmers’ Welfare

• The ban on giving new private tubewell connections in the dark zone has been lifted, which directly benefited about one lakh farmers.

• Benefit of seasonal tariff and facility of temporary electricity connection was provided for irrigation of Rabi crop in Bundelkhand region.

• In the year 2023-2024, about 37 lakh Kisan Credit Cards were issued till the month of October, 2023.

• Under the Pradhan Mantri Fasal Bima Yojana, compensation of Rs 831 crore was given to about 10 lakh insured farmers by October 2023 for the financial year 2022-2023.

• Under the Pradhan Mantri Kisan Samman Nidhi Yojana, an amount of about Rs 63,000 crore was transferred to the accounts of 2 crore 62 lakh farmers through DBT by December 2023.

• Under the Pradhan Mantri Kisan Maan-Dhan Yojana, small and marginal farmers of the state are being provided a fixed monthly pension of Rs 3000 (both men and women)uponattaining the age of 60 years.

• A record sugarcane price payment of more than Rs 2 lakh 33 thousand 793 crore was made to about 46 lakh sugarcane farmers by the present government from the year 2017 to January 29, 2024. This sugarcane price payment is Rs 20,274 crore more than the combined sugarcane price payment of Rs 2 lakh 1 thousand 519 crore in the previous 22 years.

• For the crushing season 2023-2024, the price of early maturing sugarcane varieties has been increased from Rs 350 to Rs 370, common varieties from Rs 340 to Rs 360 and the price of unsuitable varieties has been increased from Rs 335 to Rs 355 per quintal.

Women and Child Development

• Under the Nirashrit Mahila Pension Yojana, the amount of pension has been increased from Rs 500 per month to Rs 1000 per month. A total of 31 lakh 28 thousand destitute women were benefited under the scheme till the third quarter of 2023-2024.

• Under the Mukhyamantri Kanya Sumangala Yojana, a total assistance of Rs 15,000 is being provided to eligible girls in six different categories. A total of 17.82 lakh beneficiaries have benefited from this scheme from the financial year 2019-2020 to 2023-2024.

• Under the Mahila Kisan SashaktikaranPariyojana(Women Farmer Empowerment Project), the target is to provide technical support by forming 200 producer groups in the financial year 2024-2025.

• Under the Uttar Pradesh Rani Laxmibai Mahila and Bal Samman Kosh, there is a provision to provide financial compensation ranging from Rs 1 lakh to Rs 10 lakh to women and girls who are victims of heinous crimes.

Youth Welfare

• A total of 124 rural stadiums/multipurpose halls have been constructed in 117 development blocks of the state.

• 53,800 Yuvak Mangal Dal and 51,300 Mahila Mangal Dal have been formed in the Gram Panchayats across the state. Through these dals (groups), the participation of young people has been ensured in national and social significant activities.

• In the 26th National Youth Festival held in Karnataka from January 12 to 16, 2023, the folklore team of Uttar Pradesh won the gold medal by securing the first position.

Employment

• Under the Mukhyamantri Yuva Swarojgar Yojana, a total of 1,79,112 employment opportunities have been created benefiting 22 lakh 389 beneficiaries in the MSME sector so far.

• Under the One District One Product financing scheme, 1,92,193 jobs were created through 13,597 beneficiaries.

• Under Vishwakarma Shram Samman Yojana and One District One Product Skill Upgradation and Toolkit Scheme, about 4.08 lakh jobs were created.

• About 25 thousand employment opportunities were made available to the students of more than 700 institutes affiliated with AKTU in the previous academic session.

• Under Uttar Pradesh Skill Development Mission, 12.15 lakh youth were trained, out of which 4.13 lakh youth were employed in various reputed companies.

• Under the Mahatma Gandhi NREGA scheme, employment was provided to 75 lakh 24 thousand workers, generating 28 crore 68 lakh mandays in the financial year 2023-2024. The target is to create 33 crore mandays in the financial year 2024-2025.

• Under the MukhyamantriGramodyog Rojgar, employment was provided to 7418 people along with a capital investment loan of Rs 1854.88 lakh to 408 beneficiaries by October 2023 in the year 2023-2024.

Social Security

• Old age pension is being provided at the rate of Rs 1000 per month to about 55 lakh senior citizens of the state.

• Under the MukhyamantriSamuhikVivah Yojana, for the marriage of daughters from all sections, there is a provision of a grant of Rs 51,000 for the marriage of a couple. In the financial year 2022-2023, Rs 510 crore was spent on organizing marriages of 1,00,874 couples.

Labor Welfare

• About 8.32 crore workers of Uttar Pradesh have been registered on the “e-Shram” portal created by the Government of India, which is the highest in the country.

• From August 26, 2021 to October 31, 2021, approximately Rs 1600 crore was paid at the rate of Rs 2,000 under maintenance allowance to 80.11 lakh workers registered on the e-Shram portal.

• By integrating “Construction Workers Death, Disability Assistance and Disability Pension Scheme” and “Construction Workers Funeral Assistance Scheme”, a new scheme has been made Construction Workers Death and Disability Assistance Scheme (Nirman KaamgarMrityuvaDivyangtaSahayata Yojana). In all the schemes consolidated under this scheme, there are 40,183 beneficiaries till the month of November, 2023 and an amount of about Rs 433 crore has been spent.

• Under the Gambhir BimariSahayata Yojana, 100 percent reimbursement of treatment expenses is being provided for serious illnesses in government hospitals.

Medical Field

• Due to the efforts of the state government, the maternal mortality rate has reduced from 285 per lakh in the year 2014 to 167 per lakh in the year 2022 and the infant mortality rate has reduced from 48 per thousand in the year 2014 to 38 per thousand in the year 2020.

• In comparison to the year 2017, there has been a 76 percent reduction in the number of patients and a 98 percent decrease in the mortality rate for AES (Acute Encephalitis Syndrome) in the year 2023. Additionally, for JE (Japanese Encephalitis), there is an 85 percent decrease in the number of patients and a 96 percent reduction in the mortality rate.

• Free dialysis facility is being provided in all 75 districts of the state.

• The number of MBBS seats in government sector medical institutions has increased from 1840 to 3828 and the number of seats in private sector institutions has increased from 2550 to 5250, making a total of 9078 seats available.

• The number of PG seats in government sector medical institutions has increased from 741 to 1543 and the number of seats in private sector institutions has increased from 480 to 1775. Thus, a total of 3318 PG seats have become available.

• Under Ayushman Bharat-Pradhan Mantri Jan Arogya Yojana, more than 4 crore 86 lakh Ayushman cards have been issued. Free medical facilities up to Rs 5 lakh per year are being provided to the beneficiary families through empaneled government and private hospitals.

• In the 10 year period from 2007 to 2017, an amount of Rs 638 crore 26 lakh was sanctioned as medical aid to 60,970 persons from the Chief Minister’s Discretionary Fund. During the tenure of Honourable Chief Minister Shri Yogi Adityanath, Rs 2.765 crore has been sanctioned for medical assistance to 1,61,962 persons, within a period of less than 7 years since 2017. This achievement stands as a milestone in itself.

Law and Order

• The government has been completely successful in realizing the concept of ‘Ram Rajya’ by providing a crime and fear-free environment to the people of the state. Various festivals and major events like UP Global Investors Summit-2023, Azadi Ka Amrit Mahotsav, G-20 Conference, Cricket World Cup-2023 were conducted peacefully and safely. The arrangements made for the consecration ceremony of Lord Shri Ram in Ayodhya were appreciated by the guests from all over the country and the world.

• In comparison to the year 2016, there has been a substantial decrease of 87 percent in the cases of dacoity, 76 percent in robbery, 43 percent in murder, 65 percent in riots, and 73 percent in kidnapping for ransom in the year 2023.

• Under Operation Trinetra, 8,54,634 CCTV cameras have been installed.

• From April, 2017 to January, 2024, 1,55,830 recruitments and 1,41,866 promotions have been made on various posts in the Police Department.

• Under the Safe City Project, installation of CCTV cameras at important places, identification of dark spots and installation of lights, identification of hot points, installation of pink booths and provision of panic buttons in buses/taxis are being ensured for the safety of women and senior citizens.

• 03 women PAC battalions are established in Lucknow, Gorakhpur and Budaun districts. Action is being taken to establish 5 more PAC battalions in Balrampur, Jalaun, Mirzapur, Shamli and Bijnor districts.

• 06 divisions of Uttar Pradesh Special Security Force have been formed.

• For the safety and empowerment of women, a continuous campaign is being run by forming 1,699 Anti-romeo squads.

• Cyber crime cells have been formed in all the police stations. Currently, cyber crime police stations are operational in all 75 districts.

• In case of the death of Home Guard volunteers, their dependents are given an ex-gratia amount of Rs 5 lakh. Under the Accident Insurance Scheme, home guards have been provided an insurance facility of Rs 30 lakh.

The details of the main schemes of major departments are presented below:

Medical and Health

• For the operation of various programs under the National Rural Health Mission, a provision of Rs 7350 crore is proposed in the financial year 2024-2025.

• Under the Pradhan Mantri Ayushman Bharat Health Infrastructure Mission Yojana, a provision of Rs 952 crore is proposed for the establishment of Health Wellness Center Care Unit, Integrated Public Health Lab in rural and urban areas.

• Rs 300 crore proposed in the financial year 2024-25 for Ayushman Bharat Mukhyamantri Jan Arogya Abhiyan.

• Rs 322 crore proposed for the Pradhan Mantri Matru Vandana Yojana in the financial year 2024-25.

• Arrangements for cashless treatment have been made in private hospitals affiliated under Pandit Deendayal Upadhyay Rajya Karmchari Cashless Chikitsa Yojana. An estimated expenditure of Rs 150 crores is anticipated for this, which is being borne by the state government.

AYUSH

• Under the Ayushman Bharat, the target is to establish 1600 health and wellness centers. Moreover, 1035 government Ayurvedic, Homeopathy and Unani hospitals are being converted into health wellness centers.

• Currently, 2110 Ayurvedic, 254 Unani and 1585 Homeopathic hospitals along with 08 Ayurvedic, 02 Unani and 09 Homeopathic colleges and their affiliated hospitals are operational in various districts of the state.

• Target to complete the construction work of Mahayogi Guru Gorakhnath AYUSH University Gorakhpur under the AYUSH Department in the financial year 2024-25 and establish Government Ayurvedic College in Ayodhya district and Government Homeopathic Medical College in Varanasi district.

• Proper arrangement of medicines in government AYUSH colleges and hospitals and 50 bedded integrated AYUSH hospitals are established in 11 districts. Moreover, construction work of buildings is completed in 06 districts.

Infrastructure and Industrial Development

• Bundelkhand Industrial Development Authority (BIDA) is being formed, under which there is a plan to develop industrial, commercial, and residential townships in the Bundelkhand region on the lines of Noida and Greater Noida.

• Along with special schemes related to semiconductors, data centres, startups and the IT sector, a policy to encourage electronics manufacturing implemented in 2022.

• Significant progress is underway in the Defence Corridor in the state, with the allocation of 03 out of 06 nodes of the Defence Corridor completed.

• To attract investment of FDI, Fortune Global 500 and Fortune India 500 companies in the state, the ‘Foreign Direct Investment and Fortune 500 Companies Investment Promotion Policy 2023’ has been announced. A provision of Rs 250 crore proposed for the implementation of this policy.

• Rs 4000 crore proposed for distribution of tablets/smart phones under Swami Vivekananda Yuva Sashaktikaran Yojana. In the current year, more than 25 lakh tablets/smartphones have already been distributed, and this distribution process is ongoing.

• Rs 2057 crore 76 lakh proposed for the Ganga Expressway project, which is more than double as compared to the current year.

• Rs 500 crore proposed for the construction of a new link expressway to connect the Agra-Lucknow Expressway and Purvanchal Expressway.

• A provision of Rs 400 crore is proposed for the Atal Industrial Infrastructure Mission, a 33 percent increase compared to the current year.

Roads and Bridges

• Rs 2881 crore proposed for widening/strengthening of state highways.

• Rs 1750 crore proposed for the development of ‘dharmarthmargs’.

• A proposal of Rs 3000 crore is made for the maintenance of roads, and Rs 2500 crore is proposed for construction from the State Road Fund.

• Rs 800 crore is proposed for widening/strengthening/construction of 4 lane roads for industrial/logistics parks.

• A provision of Rs 500 crore proposed for widening and strengthening/construction/reconstruction of roads for agricultural marketing facilities in the sugar mill areas.

• Rs 1350 crore proposed for the construction of railway over/under bridges and Rs 1500 crore for rural bridges.

• To address the issue of traffic congestion in cities and towns, provision of Rs 1000 crore proposed for the construction of flyovers and similar infrastructure in urban areas.

Irrigation and Water Resources Department

31 irrigation projects completed by the government, generating irrigation potential for more than 22 lakh 75 thousand hectares. This has benefited approximately 46 lakh 69 thousand farmers.

Modernization of 6600 government tube wells in various districts is underway, along with the reconstruction of 569 failed government tube wells located in dark zones. Through these works, irrigation capacity of about 1.33 lakh hectares will be restored and about 1.10 lakh farmer families will be benefited.

Rs 1100 crore proposed to provide free water facilities to farmers from canals and government tube wells.

A budgetary provision of Rs 1530 crore 60 lakh has been allocated for river improvement and erosion prevention projects (NABARD funded).

Provision of Rs 70 crore for 569 failed tube wells in the dark zone.

Namami Gange and Rural Water Supply

Rs 22 thousand crore proposed for the Jal Jeevan Mission, with Rs 2 thousand crore allocated specifically for maintenance items.

Rs 1020 crore proposed for Mukhyamantri Laghu Sinchayi Yojana.

Rs 80 crore proposed for rainwater harvesting and groundwater augmentation scheme, an increase of about 51 percent compared to the current year.

Rs 65 crore is proposed for groundwater recharging and construction of check dams, an increase of about 23 percent compared to the current year.

Civil Aviation

Continuous efforts are being made to enhance air connectivity in the state. To achieve this objective, initiatives are being carried out under the Regional Connectivity Scheme (RCS-UDAN) of the Government of India and the Uttar Pradesh Civil Aviation Promotion Policy of the State Government.

19.2 percent increase in the number of air travellers in the current financial year as compared to the last financial year.

For air connectivity, selected airports like Aligarh, Azamgarh, Moradabad, Shravasti and Chitrakoot have been developed. The development work of the airports of Mayorpur (Sonbhadra) and Sarsawa (Saharanpur) is in progress.

‘Maharishi Valmiki International Airport Ayodhya Dham’ has been developed in Ayodhya, and a proposal of Rs 150 crore has been made for the expansion of the airport in Ayodhya.

Rs 1100 crore proposed for the construction, expansion, and strengthening of airstrips as well as land acquisition.

A provision of Rs 1150 crore is proposed for the establishment of an international airport and the purchase of land in Jewar of Gautam Buddha Nagar district.

Energy

In the financial year 2023-24, from April to December, electricity was supplied for 18 hours in rural areas, 21:34 hours in tehsil areas and 24 hours at the district headquarters.

1,21,324 ‘majras’ electrified since 2017-18.

Under the Pradhan Mantri Sahaj Bijli Har Ghar Yojana (SAUBHAGYA), free electricity connections have been provided to economically disadvantaged households and electricity connections to other rural families in 10 monthly installments of Rs 50. Under this scheme, electricity connections were given to 62.18 lakh willing households.

The total capacity of the transmission system, which stood at 16,348 MW in the financial year 2016-17, has been increased to 28,900 MW in the year 2022-23. The target is set to further increase to 31,500 MW by the financial year 2023-2024.

Under the Green Energy Corridor-2 project of the Government of India, the development of a 4000 MW capacity solar park is targeted for solar energy production in the Bundelkhand region of the state.

In the financial year 2016-2017, the total electricity production of the units of Utpadan Nigam Limited was 33,556 million units, and in the financial year 2022-23, the production increased to 39,746 million units.

Rs 2000 crore proposed for ensuring continuous power supply during the summers, a 33 percent increase compared to the current year.

A provision of Rs 1800 crore proposed for supplying electricity at concessional rates to private tube well consumers, which is 20 percent more than the current year.

Additional Energy Source

Under Uttar Pradesh Solar Energy Policy-2022, the target is to generate 22,000 MW of electricity in the next five years. In 2017, there were 288 MW solar energy projects in the state, which is now around 2600 MW.

Till now, 328 MW solar rooftop projects have been installed in the state.

Ayodhya and Varanasi cities are being developed as model solar cities.

Installation of about 3.35 lakh solar street light plants so far to facilitate community street lighting in rural areas.

Under PM KUSUM Component C-1, Rs 100 crore proposed for solarization of private on-grid pumps, which is double as compared to the current year.

Rs 60 crore proposed for the implementation of Uttar Pradesh State Bio-Energy Policy-2022, which is 33 percent more than the current year.

Housing and Urban Planning

Rs 3000 crore proposed in the budget for the year 2024-2025 for developing townships under the Chief Minister’s Urban Expansion/New Cities Incentive Scheme.

Rs 914 crore proposed as Uttar Pradesh’s share in the Delhi-Ghaziabad-Meerut Corridor Regional Rapid Transit System project.

Rs 395 crore proposed as Uttar Pradesh’s share in the Kanpur Metro Rail Project.

A budget provision of Rs 346 crore proposed as Uttar Pradesh’s share in the Agra Metro Rail Project.

Rs 100 crore proposed for the all-round development of Ayodhya.

A provision of 100 crores is proposed for the development of infrastructure facilities in the Lucknow development area and areas of all development authorities of the state, as well as for the development of ropeway services in Varanasi and other cities.

Urban Development

Under the Pradhan Mantri Awas Yojana (Urban), only 2.51 lakh houses were constructed in the state between 2007 and 2017. However, from the year 2017 onwards, an amount exceeding Rs 35,236 crore was transferred through DBT to more than 17.65 lakh beneficiaries in the state. A provision of about Rs 3948 crore proposed for the scheme.

Rs 4500 crore proposed for the AMRUT 2.0 scheme launched in the year 2021.

A provision of Rs 2500 crore proposed for the grand event of Maha Kumbh Mela- 2025.

Rs 800 crore proposed under the Mukhyamantri-Green Road Infrastructure Development Scheme (Urban), which is 60 percent more than the current year.

A provision of Rs 1000 crore proposed to start the Urban Flood and Storm Water Drainage Scheme to get rid of the problem of floods and waterlogging in the cities of the state.

Rs 675 crore proposed for the ‘MukhyamantriNagariya Alp Viksit Malin Basti Vikas Yojana,’ which is almost double as compared to the current year.

A provision of Rs 500 crore proposed for a new scheme for urban services and infrastructure development.

Rs 400 crore proposed for the State Smart City Scheme, which is 63 percent more than the current year.

A provision of Rs 400 crore is proposed for Kanha Gaushala and BesaharaPashu Ashray Yojana (Destitute Animal Shelter Scheme), which is more than double as compared to the current year.

Rural Development

Under the Pradhan Mantri Awas Yojana (Rural), only 1.40 lakh houses were sanctioned in the year 2016, whereas till now 36 lakh 15 thousand houses have been sanctioned by the government, out of which 34 lakh 14 thousand houses are complete and the remaining are under construction. A provision of about Rs 2441 crore is proposed for the scheme in the financial year 2024-2025.

Under Mukhyamantri Awas Yojana (Rural), construction of 02 lakh 03 thousand houses has been completed from the financial year 2018-19 to 2023-24. Rs 1140 crore proposed for the scheme.

Under the Vidhan Mandal Kshetra Vikas Yojana, a provision of Rs 2520 crore (including GST) is proposed for development works in the financial year 2024-25.

Rs 5060 crore proposed for the implementation of the National Rural Employment Guarantee Scheme.

A provision of about Rs 3695 crore proposed for the National Rural Livelihood Mission.

A scheme of Rs 3668 crore proposed for the Pradhan Mantri Gram Sadak Yojana.

Agriculture

The target is set to achieve a 5.1 percent growth rate in the agriculture sector in the state.

Rs 2400 crore proposed for supplying electricity to private tube wells of farmers at concessional rates, which is 25 percent more than the current financial year.

Rs 449 crore 45 lakh proposed for the implementation of PM KUSUM Yojana, which is more than double as compared to the current financial year.

Three new schemes are being initiated with the aim of promoting agriculture, namely the State Agricultural Development Scheme, World Bank Assisted UP Agri Scheme, and the establishment of automatic weather stations-automatic rain gauges in the development blocks and gram panchayats of the state. A provision of Rs 200 crore each for the State Agricultural Development Scheme and the World Bank Assisted Agriculture Scheme, and Rs 60 crore for the establishment of automatic weather stations-automatic rain gauges, is proposed for these schemes.

Mukhyamantri Khet Suraksha Yojana is being started for which a provision of Rs 50 crore has been made.

Horticulture and Food Processing

Under Uttar Pradesh Food Processing Industry Policy-2022, a provision of Rs 300 crore is proposed for financial incentives to eligible units, which is three times as compared to the current year.

Under the Uttar Pradesh Food Processing Industry Policy-2017, a provision of Rs 50 crore proposed, which is 25 percent more than the current year.

Sugarcane Development and Sugar Industry

Average sugarcane productivity in the state increased from 72 metric tons per hectare to 84 metric tons per hectare. Intercropping with sugarcane has resulted in farmers earning an additional income of 25 percent.

In the current crushing season 2023-2024, sugarcane cultivation is estimated in 29.66 lakh hectares of area and sugar production is estimated to be more than 110 lakh tonnes.

Efficiency improvements have been made at Farmer Cooperative Sugar Mill Nanauta in Saharanpur district, and the crushing capacity of Cooperative Sugar Mill Limited in Gajraula district, Amroha, has increased from 2500 T.C.D. to 4900 TCD. Additionally, the work of setting up a distillery and compressed bio gas plant with ethanol production capacity of 01 lakh liter per day while producing sulphurless refined sugar is in progress.

27 MW power generation plant and sulphurless sugar plant were established in the new sugar mills of 5000 TCD capacity established in Pipraich and Munderwa.

Agricultural Education and Research

Under Narendra Dev University of Agriculture and Technology, Ayodhya, the teaching and learning work of Agricultural College, Gonda, has started from the academic session 2023-2024.

Rs 100 crore is proposed for various new courses in agricultural and technological universities and colleges.

Rs 100 crore proposed for the establishment of Mahatma Buddha Agricultural and Technological University, Kushinagar.

Animal Husbandry

To solve the problem of cow protection and destitute cattle, 303 large cow protection centres are operationalin all the districts of the state.

About 7,239 cow shelters are operationalin the state. A total of 14 lakh 38 thousand cattles have been protected in these shelters in urban and rural areas.

Rs 195 crore 94 lakh proposed for the Animal Disease Control Scheme, which is 68 percent more than the current year.

A provision of Rs 100 crore is proposed for the establishment of veterinary colleges in Gorakhpur and Bhadohi districts.

Rs 78 crore 55 lakh is proposed for the Risk Management and Livestock Insurance Scheme, a nearly threefold increase from the current financial year.

Fisheries

To increase fish production and productivity in the state, the Pradhan Mantri Matsya Sampada Yojana is being operated from the year 2020 to 2025.

A provision of Rs 190 crore is proposed under the Pradhan Mantri Matsya Sampada Yojana for the new scheme to establish an Aqua Park.

Under the Pradhan Mantri Matsya Sampada Yojana, a total provision of Rs 310 crore is proposed to cover male and female beneficiaries.

Food and Logistics

The Government of India fixed the Minimum Support Price of wheat at Rs 2125 per quintal for the Rabi marketing year 2023-24. A total of 2.20 lakh metric tonnes of wheat was purchased from 54,684 farmers in the state and about Rs 466 crore 35 lakh was paid to them directly.

In the Kharif marketing year 2023-24, under the Minimum Support Price scheme, the price of paddy was fixed at Rs 2183 per quintal for the common category and Rs 2203 per quintal for the Grade-A category. Until now, 50.18 lakh metric tonnes of paddy has been purchased from approximately 7.50 lakh farmers and Rs 10,856 crore paid to them directly.

The Government of India also fixed Minimum Support Prices for maize, bajra, and jowar for the Kharif marketing year 2023-24. The state government procured these grains from the farmers at fixed Minimum Support Prices and made payments directly into their bank accounts.

Under the Pradhan Mantri Ujjwala Yojana, free gas cylinders have been distributed to more than 56 lakh beneficiaries in the year 2023-2024.

A provision of Rs 17,661 crore 60 lakh is proposed for the ‘Anna Purti Yojana’ (food supply scheme).

An amount of Rs 2200 crore is proposed to provide free food grains and free LPG cylinder refills to Ujjwala scheme beneficiaries.

Micro, Small and Medium Enterprises

“Mukhyamantri Yuva Udyami Vikas Abhiyan” is being started with the objective of providing financial resources to connect educated and skilled youth of the state with self-employment and establish new micro-industries. A provision of Rs 1000 crore is proposed for this.

Under the MukhyamantriSukshm Udyami Durghatna Bima Yojana (Micro Entrepreneur Accident Insurance Scheme), operational since 2023, there is a provision for financial assistance of up to a maximum of Rs 5 lakh to micro-entrepreneurs.

To encourage industrial establishments in the private sector, 10 pledge parks are being established in the state.

Handloom and Textile Industry

The target is to generate 40,000 jobs in the textile industry during the financial year 2024-2025. Investment and employment generation will be promoted by creating new textile hubs in the state.

An amount of Rs 400 crore is proposed by the state government for the Atal Bihari Vajpayee Powerloom Vidyut Flat Rate Yojana for the uplift of both handloom and powerloom weavers.

Under the PM Mega Integrated Textiles Region and Apparel Scheme, a Mega Textile Park has been approved in Lucknow-Hardoi on about 1000 acres. A provision of Rs 200 crore is proposed for the establishment of the park.

Rs 150 crore is proposed for purchasing land for the establishment of the National Institute of Fashion Technology (NIFT) in Varanasi district.

IT and Electronics

Under the Uttar Pradesh Data Center Policy-2021, the initial goal was to develop 03 state-of-the-art private data center parks and develop a 250 MW data center industry within the state. Rationalising the policy, a target has been set to establish eight data centers, in order to create a 900 MW capacity with an estimated investment of Rs 30,000 crore.

Under Uttar Pradesh Electronics Manufacturing Policy-2017, the target of investment of more than Rs 20,000 crore has been achieved, leading to the creation of approximately 3 lakh jobs.

Under the new Electronics Manufacturing Policy 2020 notified by the government, the target is to attract investment of Rs 40,000 crore and establish 03 Centers of Excellence in the state.

During the Global Investors Summit- 2023, letter of interest was received from 210 potential investors in the electronics manufacturing sector for an investment of approximately Rs 3867 crore in the state, with the potential to generate employment for around 2.15 lakh individuals.

Basic Education

The procurement process for providing uniforms, sweaters, school bags, shoes, and stationery for students has been discontinued. Instead, a sum of Rs 1200 per student is being directly transferred to the bank accounts of parents through DBT.

A provision of Rs 650 crore is proposed for free sweaters and shoes-socks, in addition to Rs 350 crore for school bags for over 2 crore students studying in classes 1 to 8.

A provision of Rs 255 crore is proposed with the aim of enrolling more than 2 lakh children from disadvantaged groups and economically weaker sections in the financial year 2024-2025.

A budget allocation of Rs 1000 crore is proposed under Operation Kayakalp for the fiscal year 2024-2025.

In the financial year 2023-2024, digital libraries are being established at the Gram Panchayat and ward level with Rs 300 crore. A budget provision of Rs 498 crore is proposed for the financial year 2024-2025 to continue this initiative.

To operate 36 primary schools in Vantangiya villages, 144 posts have been created.

A provision of Rs 168 crore is proposed for the distribution of free uniforms to approximately 30 lakh students above the poverty line.

Secondary Education

A provision of Rs 516.64 crore is proposed under the Samagra Shiksha Yojana to ensure that all government secondary schools in the state are equipped with basic facilities by the financial year 2024-2025 as well as to establish smart classes and ICT labs in every government secondary school.

Rs 200 crore is proposed for enhancing infrastructure facilities in aided non-government secondary schools.

Rs 5 crore is proposed for the establishment of the new Rajkiya Sanskrit Vidyalayas (Government Sanskrit Schools).

Rs 10.46 crore proposed for the construction of hostels and mini stadiums in Rajkiya Sanskrit Vidyalayas.

Rs 4 crore is proposed for the operation of Sainik School, Gorakhpur.

Higher Education

For the establishment of Maa Vindhyavasini State University in the Vindhyaachal Dham division, one state university in the Moradabad division, and Maa Pateshwari State University in the Devi Patan division, a provision of Rs 51.20 crore is proposed for each university.

To encourage education, a provision of Rs 100 crore is proposed under the MukhyamantriShikshutaProtsahan Yojana.

Rs 30 crore is proposed for the expansion of basic facilities in the state universities of the state.

Rs 55 crore proposed for the establishment of new government colleges as well as the completion of buildings under construction at government colleges.

Technical Education

Training is being provided in 169 diploma-level institutions in the state. Additionally, 75 government polytechnics are currently undergoing construction/ infrastructural development processes.

Currently, training is being provided to students in 1874 private diploma-level institutions.

Under the Uttar Pradesh Startup Policy- 2020, AKTU has established an Innovation Hub under the Center of Advanced Studies in the university campus. Within this framework, 15 incubation centers have been set up. In addition to this, 265 startups have come on board.

Religious Work

After the expansion/beautification of the road from Shri Kashi Vishwanath Temple to river Ganga, the number of devotees visiting the temple has increased 4 to 5 times.

In anticipation of a potential rise in the number of tourists and devotees with the construction of the Shri Ram Janmabhoomi temple in Ayodhya district, widening/beautification of 03 access roads and development of parking and public facilities are being carried out at 6 places.

In the ‘Trikon’ area of Vindhyachal in Mirzapur district, work is underway to upgrade the ‘Parikrama Marg’ and public facilities falling in the triangular alignment connecting Maa Vindhyavasini Temple, Maa Ashtabhuja Temple, Maa Kalikhoh Temple.

Culture

Under Mahakumbh-2025, a budget provision of Rs 100 crore is proposed for various works.

Rs 14.68 crore is proposed for the establishment of Nishad Raj Guha Sanskritik Kendra, Shringverpur, Rs 11.79 crore for the establishment of Music College in Hariharpur of Azamgarh district; and Rs 10.53 crore for the establishment of Maharishi Valmiki Cultural Centre, Chitrakoot.

Rs 10 crore is proposed for the International Ramayana and Vedic Research Institute in Ayodhya.

Tourism

In the year 2023 (from January to October), approximately 37 crore 90 lakh tourists visited Uttar Pradesh, comprising 37 crore 77 lakh Indians and 13 lakh 43 thousand foreign tourists.

This year as well, a grand Deepotsav was organized in Ayodhya, where a Guinness World Record was set by illuminating 22 lakh 23 thousand lamps at Ram Ki Paedi.

Tourism development and beautification works are being carried out in Ayodhya, Varanasi, Chitrakoot, Lucknow, Vindhyachal, Prayagraj, Naimisharanya, Gorakhpur, Mathura, Bateshwar Dham, Garhmukteshwar, Shuktirtha Dham, Maa Shakumbhari Devi, Sarnath and other important tourist places.

Under the “Mukhyamantri Paryatan Vikas Sahbhagita Yojana”, there is a plan to develop one tourist destination in each assembly constituency of Uttar Pradesh.

Development of Scheduled Tribes

• Various types of skill development programs for the economic development of Scheduled Tribes are being run in Lakhimpur-Kheeri, Balrampur, Bijnor and Bahraich/Shravasti and Maharajganj districts.

• Under the Minimum Support Price Scheme for Minor Forest Produce, the government is promoting marketing, strengthening of haats and markets and construction of warehouses for purchasing non-timber minor forest produce at the fixed minimum support price.

Backward Class Welfare

• A provision of Rs 2475 crore is proposed for the scholarship scheme for other backward class students.

• A provision of Rs 200 crore is proposed for the Marriage Grant Scheme for the daughters of poor people belonging to other backward classes (OBCs).

• A provision of Rs 35 crore is proposed for imparting computer training to unemployed youth of backward classes.

• A provision of about Rs 22 crore is proposed for the construction of hostels for other backward class students.

Minority Welfare

• Multi-Sectoral Development Program has been implemented in all the districts of the state from the year 2022-2023. Under the programme, emphasis is being laid on creation of basic facilities like education, health and drinking water.

• In the financial year 2022-2023, 204 projects were completed, benefiting the people. The project units completed in the financial year 2022-2023 include 07 Government Polytechnics, 04 ITIs, 12 Government Inter Colleges, 25 Primary Schools, 10 Upper Primary Schools, 09 Additional Class Rooms, 02 Hostels, 51 Anganwadi Centres, 03 Toilet Blocks, 02 CHCs, 02 PHCs and 01 homeopathic hospital.

• A provision of Rs 220 crore is proposed for scholarship to students of minority communities.

Labor

• By integrating Sant Ravidas Shiksha Sahayata Yojana and Medhavi Chhatra Puraskar Yojana, a new scheme was developed which is called “Sant Ravidas Shiksha Protsahan Yojana”. Under this scheme, 1,86,270 students were benefited till November, 2023, and an amount of approximately Rs 58 crore 46 lakh was spent.

• Under the Kanya VivahSahayata Yojana, there is a provision to give an amount of Rs 55,000 for a total of two daughters of registered laborers in the case of intra-caste marriages and Rs 61,000 in the case of inter-caste marriages. Under this scheme, till the month of November, 2023, the number of beneficiary workers is 2,38,856 and an amount of approximately Rs 1302 crore has been spent.

• With a view to provide free quality education to the children of construction workers, one Atal Residential School is being established in each division, the total construction cost of which is Rs 1267 crore.

• 16 Atal Residential Schools have been inaugurated by the Honorable Prime Minister. Presently, the academic session 2023-24 for class 6 has been started.

Transportation

• On the occasion of Raksha Bandhan, women passengers of the state are being provided free travel in transport corporation buses. From the year 2017 to the year 2023, free travel facility has been provided to more than 1.03 crore women passengers.

• With the aim of providing affordable and quality travel to bus passengers, a provision of Rs 500 crore is proposed for increasing the bus fleet.

• Under the Nirbhaya Yojana, 50 air-conditioned pink bus services are being operated for women, in which panic buttons are installed for the safety of women passengers. In any emergency situation, women passengers stay in constant contact with the Uttar Pradesh Police’s Dial 112 service.

State Goods and Services Tax and Value Added Tax

The target of revenue collection from State Goods and Services Tax and Value Added Tax has been fixed at Rs 01 lakh 56 thousand 981 crore 89 lakh (Rs 1,56,981.89 crore).

Excise Duty

Target of revenue collection from excise duty fixed at Rs 58 thousand 307 crore 56 lakh (Rs 58,307.56 crore).

Stamp and Registration

The target of revenue collection from stamp and registration has been fixed at Rs 35 thousand 651 crore 93 lakh (Rs 35,651.93 crore).

Receipts

Total receipts estimated at Rs 7,21,333.82 crore

The total receipts include revenue receipts of Rs 6,06,802.40 crores and capital receipts of Rs 1,14,531.42 crores.

The share of tax revenue in revenue receipts is Rs 4,88,902.84 crore. This includes its own tax revenue of Rs 2,70,086 crore and the state’s share in central taxes Rs 2,18,816.84 crore.

Expenditure

The total expenditure is estimated at Rs 7,36,437.71 crore.

Out of the total expenditure, Rs 5,32,655.33 crore is spent on the revenue account and Rs 2,03,782.38 crore is spent on the capital account.

Closing Balance

Taking into account the opening balance of Rs 38,189.66 crore, the closing balance is estimated at Rs28,585.77 crore.
